Waziri Membe akutana na Waziri wa Mambo ya Nje wa Canada

Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa Mhe. Bernard Membe na Waziri wa Mambo ya Nje wa Canada Mhe. John Baird baada ya mazungumzo yao tarehe 29-10-2011
 
“Serikali ya Tanzania imedhamiria kutatua tatizo la ajira kwa vijana kwa kuimarisha ushirikiano wa kimataifa katika nyanja ya elimu ya mafunzo ya ufundi”.

Hayo yamebainishwa leo na Mhe. Bernard Membe, Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa alipofanya mazungumzo na Waziri wa Mambo ya Nje wa Canada, Mhe. John Baird mjini Perth, Australia pembezoni mwa Mkutano wa Wakuu wa Nchi na Serikali za Jumuiya ya Madola (CHOGM).
Katika mazungumzo hayo, Waziri Membe alisisitiza umuhimu wa Tanzania na Canada kushirikiana katika kuendeleza Sekta ya Elimu ya Ufundi nchini Tanzania ili kusaidia kutatua tatizo la ajira kwa vijana.
Waziri Membe alisema Wizara yake ina dhamana ya kushughulikia masuala ya ushirikiano na mataifa mbalimbali duniani kwenye sekta tofauti ili kuleta maendeleo kwa Watanzania. Sekta ya Elimu ya Ufundi imepewa kipaumbele katika mahusiano hayo, ili kuwajengea vijana wengi zaidi nchini Tanzania uwezo wa kujiajiri baada ya kupata elimu ya ufundi.
Kwa kutambua hatua kubwa iliyopigwa na Canada katika sekta ya elimu ya ufundi, Waziri Membe aliiomba Serikali ya Canada kuisaidia Serikali ya Tanzania kujenga uwezo wa taasisi za elimu ya ufundi nchini Tanzania  ili kukuza ujuzi na hatimaye uwezo wa vijana kujiajiri na kuajiriwa.
Kwa upande wake, Waziri Baird alipongeza hatua zinazochukuliwa na Serikali ya Tanzania katika kupiga vita umasiki na aliahidi kuwa Serikali ya Canada itakuwa tayari kuisaidia Tanzania katika Sekta ya Elimu ya Ufundi.
Pia alielezea uzoefu wa Canada kwenye sekta hiyo ambapo wahitimu wa vyuo vya Elimu ya Ufundi wamefanikiwa kupata ajira kwa urahisi zaidi kuliko wahitimu wa Elimu ya Juu.
Katika Mkutano huo mawaziri hao pia walizungumzia umuhimu wa  kudumisha uhusiano mzuri uliopo kati ya Canada na Tanzania katika nyanja mbalimbali za ushirikiano na masuala ya kimataifa. 
Mhe. Baird aliishukuru Tanzania kwa mchango wake mkubwa katika Tume ya Kimataifa inayoshughulikia masuala ya afya ya wakina mama wajawazito na watoto iliyoundwa na Katibu Mkuu wa Umoja wa Mataifa  ikiongozwa na wenyeviti wenza Mhe. Rais Jakaya Mrisho Kikwete na Mhe. Steven Harper, Waziri Mkuu wa Canada.
Mawaziri hao pia walijadili  masuala ya ushirikiano katika ulinzi wa amani na suala la ugaidi katika bahari ya hindi.

Mhe. Jakaya Mrisho Kikwete akitembea kwenye jukwaa kuu kuelekea sehemu ya kukaa pamoja na wakuu wengine wa nchi wanachama wa Jumuiya ya Madola.

Wanakwaya wa kikundi cha wanafunzi wakiimba wimbo wa Taifa wa Australia kabla ya ufungunguzi kuanza.

Rais Kikwete (aliyeketi mstari wa katikati wa tatu kutoka kulia) akifuatilia salamu za kiasili zilizotolewa na wananchi wa Australia wenye asili ya "aborigine" kutoka Kusini Magharibi mwa nchi hii kwenye Jamii ya Wanoongar.

Burudani za asili zilipendezesha sherehe za ufunguzi huo.

Tanzanian President in Perth, Australia For CHOGM

President Jakaya Kikwete of Tanzania has arrived in this Western Australia capital to join leaders of the member states of the Commonwealth for the Commonwealth Heads of State and Government Meeting (CHOGM) beginning on Friday.

The president is accompanied by Minister for Foreign Affairs and International Co-operation Bernard Membe, Minister of State at the President's Office responsible for Good Governance, Mr Mathias Chikawe and Zanzibar's Minister of State at the Second Vice-President's Office Mohamed Aboud.

The official opening of the summit on Friday is expected to be attended by 54 Heads of State and Government of Commonwealth members. Queen Elizabeth II, as the Head of the Commonwealth, will officially open the biennial summit.

Security has been intensified in Perth with major streets closed to traffic as delegates arrive here for the summit.

The Commonwealth Heads of Government Meeting takes place every two years to discuss issues pertaining to the Member States of the Commonwealth and agree on collective policies and initiatives.

The theme for this year's summit is 'Building national resilience, building global resilience at a time of global economic and political challenges". Among the issues to be discussed are international peace and security, democracy, good governance, sustainable development, debt management, education, the environment, gender equality, health, human rights, information and communication technology (ICT), law, multilateral trade issues, and small states and youth affairs.

The Commonwealth objectives are outlined in the 1971 Singapore Declaration which committed the Commonwealth to institute world peace, promoting representative democracy, individual liberty and free trade, pursuing equality and opposing racism as well as fighting poverty, ignorance and disease.

Further objectives are included in the 1979 Lusaka (Zambia) Declaration opposing discrimination on the basis of gender and the Langkawi (Malaysia) Declaration of 1989 emphasising environmental sustainability.

According to a programme issued here Tuesday by the CHOGM Organizing Committee, pre-summit activities have been taking place since Monday. They include the Commonwealth Business Forum in which participants will have opportunity to sign new business deals, make contacts and networking.

Other activities of the day included meetings of the Commonwealth and Small States Foreign Ministers, Commonwealth and Small Developing States Foreign Ministers.

Wakuu wa Nchi Wanachama wa Jumuia ya Madola wameombwa kuchukua hatua na kuwasaidia mamilioni ya wasichana wanaoozwa kilazima huku wakiwa na umri mdogo na hivyo kukosa haki zao za msingi.
Taarifa iliyotolewa kwa vyombo vya Habari vilivyohudhuria maandalizi ya mkutano wa Viongozi wa Nchi wanachama wa Jumuia ya Madola (CHOGM) unaotarajia kuanza tarehe 28 hadi 30 mjini Perth nchini Australia inasema kuwa hivi sasa kuna mamilioni ya wasichana wananyanyasika kijinsia kutokana na ndoa za utotoni.
Kwa mujibu wa taarifa hiyo iliyotolewa leo na Plan International na Royal Commonwealth Society inasema kuwa ndoa za lazima na za utotoni ni moja ya vikwazo vikubwa kwa wasichana katika elimu, afya ya uzazi, na uchumi wa mwanamke hivyo basi kuna ulazima kwa jumuia ya madola kuchukua hatua zaidi ili kuzuia wasichana wasilazimishwe kuolewa wakiwa bado au wakiwa tayari kuolewa.
“Jumuia ya madola inatetea haki za binadamu na kaulimbiu yake ya mwaka 2011 ni “Wanawake ni wakala wa mabadiliko” hivyo basi viongozi wa Jumuia hiyo wafanye haraka kuhakikisha kuwa yanapatikana mabadiliko makubwa kwa wanawake na si kubaki kama walivyo”, ilisema taarifa hiyo.
Mkurugenzi Mkuu wa Plan Internationa nchini Australia Ian Wishart alisema kuwa ndoa za lazima na za utotoni zinamuweka msichana katika umaskini, kutokuwa na afya njema na ukosefu wa elimu.
“Hivi sasa katika Dunia takwimu zinaonyesha kwamba kuna wasichana milioni 10 wenye umri wa chini ya miaka 18 ambao wanaolewa kila mwaka hii inamaana kuwa kila msichana mmoja anaolewa kila baada ya sekunde tatu”, alisema Wishart.
Aliendelea kusema kuwa wasichana wanaoolewa mapema wanauzoefu wa ukatili wa kijinsia, wanadharauliwa na kulazimishwa kufanya mapenzi hii inawasababishia matatizo ya kijinsia na afya ya uzazi na zaidi wanakosa elimu na hivyo kuwa wajinga..
Wishart alisema, “Ndoa za utotoni na za kulazimishwa ni moja ya vitu vinavyozuia kufika malengo ya milinia ya kupunguza vifo vya kina mama wajawazito na watoto , upatikanaji wa elimu ya msingi kwa wote, kupunguza umaskini , usawa wa kijinsia na kuwawezesha wanawake .
Kwa upande wake Mwenyekiti wa Royal Commonwealth Society Peter Kellner alisema kuwa Jumuia ya madola iko makini kuhusiana na maendeleo ya wanawake na haki za binadamu, na ina mipango kazi ya kuhakikisha kuwa suala la ndoa za lazima na za utotoni linachukuliwa hatua za haraka na linapata ufumbuzi.
“Wanachama wote wa Jumuia ya Madola wamekubaliana kulinda haki za watoto na wanawake kwani nchi 12 kati ya 20 ambazo zilikuwa na kiwango kikubwa cha ndoa za lazima na za utotoni ni nchi za Jumuia ya madola”, alisema Kellner.
Mwenyekiti huyo aliendelea kusema kuwa mamilioni ya wasichana kila mwaka kupitia Jumuia ya madola wanapata nafasi ya kuondokana na matokeo ya ndoa za lazima na za utotoni hii si kwao tu bali katika familia zao, jamaa zao na jumuia ya madola.
Jumla ya viongozi wa nchi 53 ambao ni wanachama wa Jumuia ya Madola wanatarajiwa kuhudhuria mkutano huo ambao utafunguliwa na Malkia Elizabeth wa pili akiwemo Rais Jakaya Mrisho Kikwete .
Serikali nchini Tanzania kupitia wizara ya Maendeleo ya Jamii, Jinsia na Watoto ,Taasisi mbalimbali za Kiserikali na zisizo za Kiserikali zinafanyakazi ya kuelimisha jamii ili kuhakikisha kuwa tatizo la ndoa za lazima na za utotoni linamalizika.
